I. SUMMARY Plaintiff Federal Trade Commission (?the FTC? or Commission) brings this ex parte action to halt defendants' fraudulent telemarketing of magazine subscriptions using false promises of prizes and free magazines, and their abusive collection practices in violation of Section 5(a) of the Federal Trade Commission Act (?FTC Act), 15 U.S.C. 45(a), and the Telemarketing Sales Rule, 16 C.F.R. Part 310, and the Fair Debt Collections Practices Act (FDCPA) 15 U.S.C. 1692 et seq., respectively. Plaintiff also seeks an asset freeze, the appointment of a receiver, expedited discovery, and other equitable relief, including consumer redress.
