Excerpt: Attached please find an EPA/DOT staff paper that presents the agencies’ preliminary thinking on the proposal for transportation conformity in transitional ozone areas. As you know, the Presidential Directive of July 16, 1997, indicated that EPA would develop a conformity rule specifically for the new transitional ozone areas under the eight-hour standard.
